How to reject your boss idea in a nice way?

My new head decided to hold a happy Friday once a month and her idea is to have a debate for first six times and other activities for the rest. We had it last month and did not enjoy it. The majority of us feel it is a burden as we need to do preparation and it is not our idea of relaxation.
How to tell her that it is not the way we want our happy Friday to be?

How does discussing these topics improve morale (surely the point of this sort of once a month, Friday afternoon get together)? What an odd idea this is from your boss. She'd be much better off ordering in a couple of beers and pizza for everyone in the department or else just go out to a bar with a company tab for the first hour or so.
How many people from your firm have to attand this event? Is there any form of social committee or HR involved? I think someone from the social committee or HR should informally approach your boss and suggest an alternative that might go down better with your colleagues.

Our CEO requested each dept to hold a happy friday once a month, ie leave at 4pm and have some activities together for each dept. My dept has 14 members and my head proposal was to have a debate in a cafe (out of office) and share some meals till 5.30pm. She did not allow us to skip any of the debate sessions.
To inform HR? My head is a proud person and like to show off how well she manage the team (even though we think she is @#$%&). By telling HR may have the whole thing backfire? Are we suppose to let her know how we feel before approching HR?

No, I'd say having a mandatory political debate at the end of the day Friday is a bizarre ritual.
